The Martin County West School District has been working on a plan to design future-ready facilities that address the schools’ maintenance needs, improve operational efficiencies, and better serve our current and future students.

Over the past year the District has completed:

    • An extensive facility assessment
    • An educational adequacy study
    • An analysis of enrollment projections
    • A community-wide survey + community meetings

Based on the findings and strong community support, the District is putting two referendum questions to the voters on November 7, 2023. Review all the materials generated in the process so far HERE

    Question 1

A new school will serve all of the District’s PreK-12th grade students. The school will have dedicated areas for each grade level with shared support spaces scheduled for the different aged students. By having all students at one site, the District will experience annual operating savings as a result of:

    • NEW, ENERGY-EFFICIENT AMENITIES
      • Having fewer buildings to heat, clean, and maintain in a combined campus while re-purposing, selling, or deconstructing the unneeded buildings.

    • BETTER UTILIZATION OF STAFF

    • REDUCED DUPLICATION OF RESOURCES AND LEARNING MATERIALS

    • REDUCE THE NEED FOR SHUTTLE BUSES BETWEEN SITES

If the community supports building a new PreK-12 school, the project could be expanded with support of Question 2.

    Question 2

The auditorium will provide needed space for student performances and community events serving the broader community. This new space can serve multiple functions including testing, meetings, retreats, guest speakers, student government, school assemblies, academic competitions such as speech, debate, spelling bee, one-act plays, and award ceremonies.

Additional gym space will allow the District to accommodate wrestling or gymnastics on-site during the winter months as well as provide flexible space for physical education classes, indoor recess, and large group activity co-curriculars.

WHAT WILL THE BOND COST ME?

The tables below show the tax impacts for the two bond questions on various types and values of properties.

    Question 1

SCHOOL BUILDING BONDS TO BUILD A NEW PREK-12 SCHOOL FACILITY

Shall the board of Independent School District No. 2448 (Martin County West), Minnesota be authorized to issue general obligation school building bonds in an amount not to exceed $63,000,000 for acquisition and betterment of school sites and facilities including, but not limited to, construction and equipping of a new preK-12 school facility?

    Question 2

SCHOOL BUILDING BONDS TO EXPAND THE PROJECT TO INCLUDE BUILDING AN AUDITORIUM + AUXILIARY GYM

If School District Question 1 is approved, shall the board of Independent School District No. 2448 (Martin County West), Minnesota be authorized to issue general obligation school building bonds in an amount not to exceed $9,000,000 for acquisition and betterment of school sites and facilities including, but not limited to, construction of an auditorium and auxiliary gym?

    $9 Million Tax Impact Chart

*For all agricultural property, estimated tax impacts include a 70% reduction due to the School Building Bond Agricultural Credit. Under current law, the School Building Agricultural Credit will remain at this level. Average value per acre is the total estimated market value of all land and buildings divided by total acres. If the property includes a home, then the tax impact on the house, garage, and one acre of land will be calculated in addition to the taxes per acre, on the same basis as a residential homestead or non-homestead property. If the same property owner owns more than approximately $2.15 million of agricultural homestead land and buildings, a portion of the property will be taxed at the higher non-homestead rate.
